Roles of Local and Central Governments in Preventing Human Rights Violations in Long-term Care Facilities

Abstract

|
This article is focused upon to identify the roles of local and central governments to prevent human rights violations in
long-term care facilities. For this, the author examined the current status of the long-term care facilities, human rights awareness levels of caregivers in elderly facilities, and the environment for dementia patients admitted to the facilities. He stated the necessity of establishing case management systems that guarantee respect for the elderly¡¯s daily life and adequate individual care services in the nursing facilities. He stated that long-term care facilities to cope with dementia as well as institutional measures to enhance human rights educational programs for the elderly facility personnel, including care workers, should be established. He also stated that more public elderly facilities which guarantee the
high-quality of care services should be operated. Furthermore, he stated the extensive and permanent ombudsman systems for the elderly patients¡¯ rights.
